The quality of care provision must be transparent. Transparency helps patients choose what care they receive, care insurers procure care and the Health Inspectorate supervise care provision. Indicators are a means to make the quality of care transparent. The Minister of Health, Welfare and Sport (VWS) is seeking a limited set of indicators that provide the greatest possible information on the outcome of care. The Court of Audit has analysed the minister's success in enhancing the transparency of care quality.

On 10 October 2010 constitutional reform took place in the Kingdom of the Netherlands. On that date the islands of Bonaire, St Eustatius and Saba became part of the Netherlands and obtained the status of public body. Central government made a number of agreements with the islands about the consequences of this constitutional reform. We have examined three of these agreements, namely those concerning: legislative restraint (limited introduction of legislation) after the constitutional reform, the level of public services and consultation with the public bodies about new legislation.
We have taken stock of what has been agreed about these three subjects. And in the case of two policy fields – education and curative health care (‘health care’) – we have examined to what extent the agreements are being fulfilled.

The Court of Audit published an audit report on the management of expenditure in the healthcare sector on 3 November 2011. The audit investigated how the Minister of Health, Welfare and Sport (VWS) had formulated policy to manage healthcare expenditure (€59.4 billion in 2011) and the results achieved.

The Court of Audit has investigated barriers to the dissemination of care innovations. We looked at one particular innovation in long-term care: the provision of health services by means of information and communication technology, also known as e-health. We investigated the measures the Ministry of Health, Welfare and Sport (VWS) had taken since 2005 to remove barriers to the dissemination of care innovations.

This audit considers the implementation of the Care Institutions (Quality) Act. This Act is one of the instruments available to the Minister of Health, Welfare and Sport (VWS) to fulfil his responsibility for the quality of care. We looked at how the parties concerned have implemented the principles underlying the Act (self-regulation and supervision of supervision).
